5G will have a profound impact on the economy and society. We can catch a glimpse of this from the attitudes of the authorities in both China and the US. In the US, President Trump has mentioned 5G many times. On Apr 12, 2019, he said “The race to 5G is a race America must win… We cannot allow any other country to out-compete the United States in this powerful industry of the future.” And one month later on May 15, 2019, the Trump administration put Chinese company Huawei (the largest telecom equipment manufacturer in the world) on the Bureau of Industry and Security (BIS) Entity List. In China, although President Xi has said little about 5G in public speeches or given an opinion about 5G, we can see that the Chinese government attaches great importance to 5G, based on its more aggressive 5G policies (see Appendix 1 and Appendix 2). In Dec 2018, China’s Central Economic Work Conference set seven key tasks, one of which was to accelerate the commercial use of 5G networks, which is now quoted as a major decision and plan of the CPC Central Committee and the State Council. While 4G has improved people’s lives, 5G will transform Chinese society in three profound ways. a) As one of the new infrastructures, 5G will build a new foundation for the ubiquitous network, which is a network for information connection and interaction to Anything, by Anyone, at Anytime and Anywhere. b) 5G will be a new engine for industrial transformation. 5G commercialization will allow enterprises give a full play to their demand-driven effect and role as industry drivers, which will also provide new impetus in the development of the ICT industry. c) 5G will create new opportunities for integrated development. It will be deeply integrated with multiple fields, endowing “Manufacturing Power”, “Cyberpower” and “Science and Technology Power” with new currency.
In addition to 5G’s profound impact on society, as shown in Figure 4, 5G will become China’s new troika of growth drivers: investment, consumption and export. It will be an important buffer in this period with increasing pressure on the economy. The 5G era corresponds precisely with China’s 15-year planning period (2020–2035) for building basic socialist modernization. To meet its political needs at home and contain China, the U.S. administration produced policy logic that distorted the truth of China–U.S. economic and trade relations, and tried to frame Chinese companies with unreasonable charges and underhanded means. These moves inspired Chinese patriotism and more focus on “controllable security, independent innovation and localization”. The Chinese government has continued to firmly push ahead with reform and further opening up. China’s restraint and reasonable responses point to a brighter future. China is leading in the planning of 5G spectrum. With 2.6, 3.5 and 4.9GHz bands already planned, China will release the usage plan of mmWave and spectrum for the Industrial Internet by the end of 2019. Mr. Wei Leping, a high-level MIIT official forecast that mmWave communication applications will be available after 2022. China will also lead the 5G network by accelerating the construction of the 5G SA network to make a foundation for 5G applications. In the end, China wants to lead 5G by developing various 5G applications and use these applications to build an ultra-modern society.
